ELECTIONS...It will soon be time to elect board members for 2009. If you are interested in being a part of the decision-making process, please contact management. The present Village Two HOA Board of Directors includes:

PLUMBING CHECK?? When was the last time you had a PROFESSIONAL inspect/repair/replace plumbing fittings and connections for your hot water tank, ice maker, toilets, sinks, washer, dishwasher? These connections can deteriorate and can cause problems for which you are responsible.
CHIMNEYS and CLOTHES DRYER CHECKS?? These also need to be inspected and cleaned on a regular basis.
INSURANCE?? Each year the V2 Board mails out a statement of insurance coverage. Please understand that it is still YOUR responsibility to carry homeowner’s insurance or renter’s insurance. If you have questions concerning HOA coverage, call Management.
Home Warranties typically do not cover everything for which you are responsible.
CONCERNS…If you are aware of issues (repairs, violations, safety problems, etc.) that need to be brought to the attention of the HOA Board and Management, please call MANAGEMENT at 480-443-5566. We count on homeowners to help us keep Village Two well maintained and safe.
SIGNS...According to Arizona Senate Bill 1062 A.R.S. § 33-1261 C, associations can no longer prohibit a for sale sign. The new law stipulates that an owner can display ONE for sale sign, indoors or outdoors, on the OWNER’S/MEMBER’S PROPERTY. This includes a for sale by owner sign. The sign must conform to industry standard and cannot exceed 18” by 24” plus a “rider” not to exceed 6” x 24”. Please understand, therefore, in an effort to maintain the appearance of Village Two and comply with the law, that:
1) Only ONE for sale sign will be permitted per condo. There will be NO additional open house signs (except for a rider), for rent signs, directional signs, balloons, yard sale signs, car for sale signs, and/or any other signage as stipulated by Village Two CCR’s.
2) The one sign must be placed on the condo owner’s property, which means it must be placed INSIDE A WINDOW. Signs on porches, balcony railings, or any other areas (such as on sidewalks and in parking areas) that are considered COMMON AREA will not be allowed. This law took effect on September 19, 2007. Your cooperation is appreciated as we do ask realtors to remove illegal signage.
AIR CONDITIONING REPAIRS…Please be sure your repairmen have a 32 foot ladder to reach the A/C towers. They must NOT walk on the tile roofs. Roofing repairs are expensive.
Village Two CC&R’s and By-Laws that everyone signed on to at time of purchase ARE being enforced. A list of some of the CC&R restrictions is attached. Please review them. ALL HOMEOWNERS ARE RESPONSIBLE FOR KNOWING THESE RESTRICTIONS. If your condo is a rental, PLEASE make a copy available for your tenants. When in doubt, contact MANAGEMENT for clarification.

EMERGENCY…Please be sure that Management has current phone numbers and email addresses on file for you in case of an emergency. Especially for seasonal homeowners, we can assist you so much faster if we have emergency and/or local numbers to contact.
VRA… Village Recreation Association and its management company (NATIONAL PROPERTY SERVICES) are responsible for supervision of all pools, tennis courts, and common areas in all five Villages of McCormick Ranch. Each village has one representative on the VRA Board. Each village pays $55 per homeowner per month to the VRA. For Village Two, that means that every month, we contribute $9,020 to the maintenance of the pools, tennis courts, and common areas. That is $55 every month of your $160 monthly assessment. The money raised by the increase in VRA assessment for 2008 is going into reserves and will be used to refurbish tennis courts and pools.
2009 Monthly Assessments…At the October 16, 2008 meeting, the Board of Directors voted to increase the Village Two monthly assessments from $160 to $165. This is necessary due to increased expenses for insurance, legal fees, and management costs.
FRONT PORCHES/BALCONIES…These spaces are considered “limited common areas,” and homeowners occasionally request Board approval to re-floor their front porches or balconies with tile or carpet. Our HOA attorneys have recently advised the Board that because of potential liabilities, the Board should NOT approve either carpet or tile on porches/balconies at the front door. If your front porch/balcony needs some kind of maintenance, please contact Management.
AUDIT…Arizona law requires that our finances be reviewed annually by one of the following methods: compilation, review, or audit. This year, the Board requested a full audit, and the report was accepted at the September meeting. If you would like this information, please give Management your e-mail address and you will receive the report electronically.
GARBAGE… PLEASE be sure your trash is placed directly in the dumpster bin. Do not throw your trash over the enclosure walls as trash on the floor around the bins in the enclosure encourages rats. Help us keep our dumpsters free of rodents and insects by bagging your garbage and placing INSIDE the bin. If your condo is a rental, please ask your tenants to cooperate.
ARCHITECTURAL MODIFICATIONS. Please contact Management BEFORE you begin a project. Even INTERIOR changes might need board approval, and EXTERIOR changes always do.
GUEST PARKING…Vehicles should not be left in guest parking areas for extended periods unless Management has been informed. When owners cannot be identified and contacted, these vehicles are towed at owner’s expense. This does not apply to seasonal homeowners who leave a car in their assigned undercover parking space.
LANDSCAPING…While we do make every effort to consider individual requests, final decisions regarding landscaping rest with the Village Two Board of Directors. The yard crew has been instructed to disregard individual requests unless they are processed thru Management.
CITY OF SCOTTSDALE PLUMBING REBATE PROGRAM … The City of Scottsdale Water Conservation Office is offering rebates to water customers who install water conservation devices in their homes or businesses. The rebates are offered to encourage a permanent reduction in indoor water use. There is a $75.00 rebate for low flow toilets and a $5.00 rebate for each 2.75 gpm showerhead. Since Village Two pays for the water within the Community, Village Two has agreed to work with the City of Scottsdale and the homeowners in order facilitate the rebate program. If you install a low flow toilet or shower head you will need to contact the City of Scottsdale for a Rebate Application. They will process your application and if you qualify for the rebate, they will credit Village Two’s water account for the rebate. Village Two will then credit your assessment dues for Village Two the amount of the rebate City of Scottsdale has authorized. NOISE ISSUES…From time to time, homeowners ask Management to deal with a variety of neighbor-to-neighbor noise concerns. Some of these concerns include loud TV/music, loud talking (and other noises!!) that penetrate common walls between bedrooms, heavy walking in the upstairs units, etc. Quiet time is generally 10:00 PM to 7:00 AM. Let’s all show consideration to our neighbors. Please remember that the CCR’s stipulate that upstairs units must remain carpeted in areas that were originally carpeted. “Hard flooring” is allowed only in kitchen, bathrooms, and entry area. Questions concerning tile and/or hardwood flooring should be directed to Management to avoid future problems.
FYI…The Village Two Board of Directors is now studying estimates for painting the buildings as well as for roof repairs.
CARPORT/GARAGE/YARD SALES…no matter what they’re called, and the accompanying signs and balloons, are absolutely NOT PERMITTED.
STORAGE…balconies and patios are not to be used for storage areas. Village Two CCR’s stipulate that only typical patio furniture is allowed, which also means no exercise equipment.
PET CLEANUP…Scottsdale statutes provide for a $100 fine for pet owners who do not clean up after their pets. Waste from even small dogs attracts flies and rodents. Thanks to those of you who carry plastic bags and do clean up.
VILLAGE TWO HOMEOWNERS’ ASSOCIATION CC&Rs
This is a reminder of some of the Conditions, Covenants and Restrictions / By-laws. Please review pages 36 - 39 of the CCR’s. If your condo is a rental, please make a copy of this information available for the convenience of your renters. Paragraph 1, pg 39 of the CC&R’s explains the Board’s authority to levy fines upon the Owner of any unit in violation.
Occupancy
No commercial/business activities, or signs of any type, are allowed
(Exception: ONE for sale sign per condo IN WINDOW is permitted. Contact Management for details)
No gas or charcoal grills permitted on balconies or patios…this is a violation of City of Scottsdale fire law. Only electric grills are acceptable. The Fire Department will be called to cite violators
Dogs larger than 15 pounds are prohibited. Dogs must be leashed, and PLEASE CLEAN UP after your pet
Signed permission from HOA board is required for satellite dishes and all other changes/additions to Village Two property (front and/or back)
Rentals must be for a minimum of 30 days & the CCR’s do allow that a copy of the lease may be called for by the Board of Directors
Patios/balconies are not to be used for storage, and only typical patio furniture is allowable…no overstuffed chairs/couches
No items of any kind (towels, rugs, clothes) may be hung over railings
No bamboo-type shades may be hung on patios or balconies
Christmas/holiday decorations must be removed by January 15 (per McCormick Ranch CCR’s)
Vehicles
Numbered spaces are assigned to condos. Please use your assigned space as guest parking fills up during the winter months. No parking on streets.
Parking of Trailers, RV’s, sport equipment is not allowed on Village Two property
Bicycles should be locked to an available post near your covered parking space and
should not be parked on front entry door porches or in atriums.
No unsightly vehicles allowed
Pools and Tennis Courts
Quiet time is 10:00 PM to 7:00 AM. Please be considerate of poolside homeowners
Pools and tennis courts are for the use of homeowners and their guests. Please be prepared to prove your status if you are questioned as we attempt to remove trespassers.
All eight (8) pools and the surrounding decking are NO-SMOKING areas
Children under 14 must be accompanied by an adult and are not permitted in the hot tub for health reasons
No pets allowed in pool area
Please read and be familiar with signs at the pools and tennis courts.
